Down Payment Assistance
This program offers a Grant (which does not have to be repaid) to qualified homebuyers. This Grant is administered through the Jefferson Parish Finance Authority, and it can be added to the assistance that is offered by the Community Development First-Time Homebuyers Assistance program. The qualifications to receive funds include:
Applicants must have a CERTIFICATE of completed housing counseling classes. Applicants must remain in property as a PRINCIPAL RESIDENCE for a term based upon the amount of subsidy requested.
Applicants must be income eligible and qualify based upon HUD HOME 2016 Income Limits. The maximum property value for EXISTING homes shall not exceed $181,000.00 and for NEW CONSTRUCTION the property value shall not exceed $228,000.00 The property must be located in JEFFERSON PARISH

Safe Residence for Homeless Battered Women
Metropolitan Center for Women & Children – Provides a safe residence for homeless battered women and their children while they receive assistance to re-establish independence. Shelter for Homeless Adults and their Children.
Homeless Shelter & Assistance – The Jefferson Family Care Center, operated by Catholic Charities of New Orleans, provides a residential shelter for homeless adults and their children. The shelter, funded by Community Development with an Emergency Shelter Grant (ESG), is located at the Hope Haven – Madonna Manor Campus on Barataria Blvd. in Marrero, LA. Housing Counseling for Elderly
Housing Counseling, Reverse Mortgage Counseling for Elderly and Foreclosure Counseling – Provides counseling in money management, rental and purchase procedures, and more to qualified low and moderate-income resident. Repairs on Wheels for the Elderly (ROW)
The ROW home repairs program is designed to provide free assistance to qualified residents of Jefferson Parish. This service provides minor home repairs for low and moderate-income disabled individuals & elderly homeowners age 55 and older in Jefferson Parish. Services include fixing doors, windows, locks, minor plumbing repairs, and minor electrical repairs. Modifications for handicapped accessibility are also offered, such as ramps, walk in showers, grab bars and door widening. The goal is to help elderly citizens remain at home by providing minor maintenance. The program is operated by Volunteers of America (VOA) and funded by Community Development.
